Detailed description of project Back
Following the approval of the Indicative Programme of Cooperation between Belgium and Laos in May 2002, the Ministry of Education of Laos, in concordance with DGDC of Belgium, outlined a proposal for the Belgium–Laotian cooperation in the education sector summarised in the identification report on “Strengthening of vocational training potential in Champassak Province”.
The Belgian Technical Cooperation (BTC) has been asked to appraise the identification document and to determine the implementation modalities of the proposed intervention, more specifically to precise and to develop: 1) the intervention logic; 2) the geographical scope; 3) the scope of training; 4) choice of the major beneficiary institute (Pakse Technical-Vocational School – PTVS); 5) the access for girls and ethnic minorities; 6) the modalities of capacity building 7) the coordination with other donors and actors 8) the implementation strategy; 9) the curricula and their contents 10) the infrastructure and equipment; 11) the issue of income-generation; 12) the co-operation between the labour market and graduates.
PROMAN provides the services of the Team Leader to the Formulation Team, further consisting out of one BTC Expert, three local experts and one translator.
The Team validates the proposal of the Project Identification Mission, develops the project approach and strategy, plans the results and major activities (Logical Framework) and allocates the available budget to the planned activities. This in very close collaboration with the Ministry of Education (National and Provincial) and the PTVS. A validation workshop was organized towards the end of the mission.
