Detailed description of project Back

The mid-term review of the first Indicative Cooperation Programme (ICP I) in April 2005 allowed to define the orientation of the second ICP 2007-2011. This ICP II will fit into the Strategic Framework for Poverty Reduction and support Mali in its aim to reach the Millennium Development goals. The priorities of the ICP II will remain the same and the sectors retained for intervention are (i) technical education, vocational training and socio-professional integration, (ii) basic health care, water, sanitation, hygiene and food security, as well as (iii) good governance and promoting a culture of peace.

From an operational point of view the ICP II consists of two 5-year programmes, as well as an Accompanying Component (AC), in the Ségou region, the “Cercle” of Yorosso and, for certain parts, the District of Bamako:

  • Basic Health Programme (BHP), oriented towards the improvement of the health care on offer in the first tier structures, especially in the field of reproductive health. Apart from this main component, the BHP includes two sub-programmes: (i) access to drinking water and sanitation, including aspects of urban planning & development and hygiene education; and (ii) food security, oriented towards the strengthening of households’ production capacities and diversification of household income;
  • Programme for technical and vocational education and training (TVET) and socio-professional integration in support to the implementation of the sector policy through institutional support and support to innovation in teaching modalities, to socio-professional integration and to the development of infrastructures;
  • AC, including the concepts of good governance, promoting a culture of peace, and cross-cutting issues, which ensures the implementation of the ICP within the frame of the decentralisation process, and the monitoring and evaluation of all ICP interventions.

This consultancy concerns the formulation of the two programmes and the AC by five project formulation teams (PFTs: Basic Health, Water & Sanitation, Food Security, TVET & socio-professional integration, and AC) under the general coordination of the CA PFT Team Leader.

Type of services provided

PROMAN provides the services of two project formulation teams (PFT), one for the programme for technical education, vocational training and socio-professional integration and one for the accompanying component.

The first PFT consists of 4 experts: a team leader, a vocational training expert, a labour market expert and an architect.

The second PFT consists of 4 experts: an expert in rural development, decentralisation and deconcentration (team leader and general coordination of all PFTs), a monitoring & evaluation expert, a gender expert and a good governance expert.

The main tasks of the teams are :

  • Assessment of the current situation;
  • Definition of project objectives, targets, and design criteria in consultation with stakeholders;
  • Elaboration of project documents.
