Detailed description of project Back
The Luxembourg Government, through its executing agency Lux-Development, is supporting the Government of Montenegro in the implementation of an integrated dairy development project (YUG/003). This project started in May 2001 with a timeframe of about 3 years (initial end date foreseen by September 2004).
During 2003, in order to maximise chances for sustainability of project YUG/003, the Ministry of Agriculture, Forestry and Water Management (MAFWM) first requested the Luxembourg Ministry of Foreign Affairs to consider a possible second phase (‘consolidation phase’) of the project aiming essentially at improving livestock production and farming practices in North-eastern Montenegro.
The initial request of the MAFWM was mainly farm oriented and support to local development was supposed to be conducive to improvement and further development of the dairy in Berane. However, an evaluation team recommended in 2004 focusing on the dairy considering that farmers’ level of confidence increased and that the sustainability of the dairy has become the main constraint to project sustainability.
The objective of the mission is the formulation of a second phase of the project taking into account the recommendations of the evaluation team and based on:

PROMAN provides the services of a team consisting of an expert in business development and dairy (Team Leader), a legal expert, a rural economist and an expert in agricultural financing.
The main tasks of the team are :
PROMAN HQ is providing backstopping, quality control and participates in the (de)-briefing.
