Detailed description of project Back

Since September 1999, Lux-Development has been mandated for the implementation of a project of promoting literacy and rural development in the Hauts-Bassins Region in Burkina Faso within the framework of the general cooperation agreement between Burkina Faso and the Grand-Duchy of Luxembourg. A first phase BKF/003 Promotion of Functional Literacy and Integrated Rural Development in the Hauts-Bassins Region was implemented from 1999 to 2003 and a second phase BKF/010: Project for Literacy Promotion and Sustainable Development Training in the Hauts-Bassins Region from 2004 to 2007. The objective of this project is to allow autonomous associations to take responsibility, with the help from the public services, for the implementation of literacy and development training in about 150 villages in the region, in order to help create a literate environment favourable to innovation in poverty reduction strategies.

Following the evaluation of this second phase, Lux-Development has been mandated to formulate the next phase of the project. Specifically the formulation mission should:

  • Design a plan to improve the associations’ institutional and functional capacities, human resources management, process of planning, implementing and monitoring literacy promotion activities and fundraising in view of the progressive and planned winding down of the supporting framework from the start of the programme on;
  • Assess the possibility of creating an associative network to negotiate with partners, to prepare requests for funds, to raise funds for literacy campaigns as well as to look for synergies and to conclude partnerships with other projects in the same field;
  • Draw up concrete proposals for better rooting the associations within the local administrative units;
  • Assess the relevance of the creation of an associative regional superstructure;
  • Propose a plan for the progressive disengagement from the operational management and for the gradual reduction of the financing of the literacy campaigns;
  • Assess the feasibility and calculate the cost of offering a full literacy promotion cycle and expanding the number of languages of literacy promotion to reflect the linguistic map of the region in order to improve the quality of the results.

Type of services provided

PROMAN provides the services of an expert in the formulation of vocational training projects.

The main tasks of the expert are :

  • Assessment of the current situation;
  • Definition of project objectives, targets, and design criteria in consultation with stakeholders;
  • Elaboration of a project document.

PROMAN HQ is providing backstopping and quality control.
