Detailed description of project Back

Since 1994, Lux-Development has been implementing development cooperation programmes in NE Namibia as Implementing Agency for the Government of Luxembourg. Lux-Development contributed to a large extent to the re-birth of mapping activities at the Directorate of Survey and Mapping (DSM), through 2 projects (NAM/313 1995-1998 and NAM/328 1998-2002).

One important aim of these projects was to produce and updated version of the 1:50 000 topographic maps of Kavango and Caprivi (recent maps were needed as support for other development projects). These maps were produced successfully. The DSM has complemented these efforts by expanding the map revision programme. Another aim of the second project was to create and develop awareness of using GIS data for regional development and to provide related technical assistance.

In 2004 a new request was presented by the National Planning Commission to re-orient the project to implement a web-based spatial information system as part of the National Statistical Plan 3 (NSP3) to serve the regions in Namibia. The Luxembourg cooperation committed to assist the Namibian Government with a one-year project that could make a complete diagnosis of the situation both at central and regional levels and to address the first necessary actions to set up the web-based information system.

The main objective of the Consultant’s mission is to clearly define how the Luxembourg Cooperation will fit in the wider framework of GIS development and utilisation in Namibia and within the various contributions made to the GIS sector by other bi-lateral and multi-lateral donors and by the Government of Namibia.

Type of services provided

PROMAN provides the services of an expert in the use of GIS in development planning.

The main tasks of the consultant are:

  • Assessment of the current situation;
  • Definition of project objectives, targets, and design criteria in consultation with stakeholders;
  • Elaboration of a project document.

PROMAN HQ is providing backstopping, quality control and participates in the (de)-briefing.
