Detailed description of project Back

The proposed Project falls under the Indicative Programme for Cooperation (PIC/ICP) signed on 22 September 2002 between the governments of the Grand Duchy of Luxembourg and the Socialist Republic of Vietnam.

On 1 March 2004, the Ministry of Planning and Investment (MPI) submitted a Project request prepared by the Bac Kan Province for the establishment of a Vocational School in Bac Kan Province. Subsequently, the Ministry of Foreign Affairs (MFA) of Luxembourg mandated Lux-Development in September 2004 to study the request and to formulate a Project.

The specific objective is to confirm the range and scope of industrial activities in the region to be served by the Vocational training school (VTS). This will in turn determine the scope and appropriateness of the various nationally approved training curricula (guidelines). This appraisal will enable a more accurate assessment to be made during Project implementation of the capital equipment needs.

Key result areas expected from the Project are as follows:

  • Improved Vocational School buildings and facilities provided to match the needs of learners at 3/7 level in accordance with national skill standards;
  • Additional major and minor capital items, information and communication technology equipment, office and classroom furniture, learning resources and dormitory furniture provided, installed and commissioned;
  • Increased quality of teaching and instruction through training and materials appropriate to each level in collaboration with ongoing national programmes;
  • Improved management and administration of the Vocational School ensured through systematic development of senior level officers and support staff;
  • Extensive income generating activities introduced in key skill areas to contribute to the operating costs of the Vocational School.

Type of services provided

PROMAN provides the services of a VET expert who also acts as team leader. This expert works in team withtwo local experts, an engineer/architect and a expert in training in the agricultural field, both hired directly by the client.

The main tasks of the team are :

  • Assessment of the current situation;
  • Definition of project objectives, targets, and design criteria in consultation with stakeholders;
  • Elaboration of a project document.
