In the context of the bilateral cooperation agreement between Senegal and the Grand Duchy of Luxembourg, Lux-Development supports the Senegal Government, specifically the Ministry of Technical and Vocational Education and Training in the implementation of a cooperation project that aims to establish a secondary school for technical education and vocational training (“Lycée d’Enseignement Technique et de Formation Professionnelle, LETFP) in Thiès.

The establishment of this school is included in the Ten-year Plan for Education and Training of the Senegalese government and in the Regional Plan for Education Development of Thiès. The Thiès region, an industrial, tourist and agricultural area, did not have a technical secondary school. Thus the creation of the LETFP is justified as it will allow improving the educational possibilities in the region in line with the objectives of the Ten-year Plan and the rationalisation of technical education and vocational training. At the start the LETFP is to accommodate 1 222 students, 720 in technical education and 502 in vocational training.

The activities of the project are centred around three expected results:

  • Result 1: the LETFP is built;
  • Result 2: equipment and furniture are installed and in working order;
  • Result 3: teachers and trainers are hired and trained;
  • Result 4: appropriate training programmes are available;
  • Result 5: tools for the management, monitoring and administration of the LETFP are designed and implemented.

The main purpose of this mission is to carry out the final evaluation of the project.

Type of services provided

PROMAN provides the services of an expert in technical education and vocational training.

The main tasks of the expert are:

  • Analysis of the results and the specific objective(s) reached at the time of the evaluation, compared with what had been anticipated in the project document;
  • Description of the zone covered and the project beneficiaries;
  • Analysis of the project’s management and monitoring;
  • Analysis of the project in terms of relevance, effectiveness, efficiency and sustainability, taking into account crosscutting aspects (poverty reduction, governance, gender, environment).
