Detailed description of project Back

The “Support for the Moroccan Parliament” program, funded by the European Union, aims to strengthen democracy in Morocco by supporting the House of Representatives and the House of Councilors in the exercise of their constitutional powers. It has three objectives: to professionalize parliamentary administrations, to improve the efficiency of parliamentary work, and to make Parliament more open to citizens and international partners.

The final evaluation covers the entire program for the period from November 14, 2020, to December 28, 2024: two institutional twinning initiatives, one with each of the two Chambers, and support implemented by the Parliamentary Assembly of the Council of Europe.

The mission aims to provide an independent assessment of the program’s performance, explain the results achieved, and identify lessons learned and recommendations for future EU support. It examines the relevance, coherence, effectiveness, efficiency, sustainability, and EU added value, as well as the complementarities among the three components.

The approach is based on reconstructing the theory of change, literature review, interviews and consultations, a perception survey, and data triangulation. Particular attention is paid to the adoption of the tools and practices by both Chambers, their sustainability, citizen participation, and cross-cutting dimensions, notably gender and human rights.
