The action concerns the evaluation of the PROMOPECHE programme in Mauritania, which aims to support artisanal fishing and the socio-economic development of the region.
This programme consists of several projects, notably by strengthening value chains and creating decent jobs, particularly for young people and women, while promoting sustainable management of fishery resources.
The main objectives of the evaluation are to analyse the impact and effectiveness of the programme, identify lessons learned, and offer recommendations for future interventions. PROMOPECHE focuses on three areas: strengthening governance, developing infrastructure and promoting vocational training.
To carry out the evaluation of the PROMOPÊCHE programme in Mauritania, PROMAN proposes a methodology integrating:
- Participatory approach: Local stakeholders, such as beneficiaries, implementing partners and national actors, will be consulted for an in-depth understanding of the program’s impacts and challenges.
- Theory of change evaluation: This approach enables the analysis of causal links between activities, intermediate results and expected impacts.
- Data collection and analysis: Qualitative data will be collected through interviews, focus groups and semi-structured questionnaires. PROMAN will also integrate quantitative elements to triangulate results.
- Fieldwork and synthesis phases: Following fieldwork, data will be synthesized to produce a final report and recommendations.
- Dissemination of results: Infographics and video clips, in French and Hassanya, will be produced to share the results with the Mauritanian public.

Scope of the evaluation
- Programme evaluation: PROMAN is conducting a final evaluation of the PROMOPÊCHE programme, analysing programme performance, identifying lessons learned and formulating recommendations for future interventions in Mauritania.
- Methodological approach: The evaluation is based on a mixed approach, combining qualitative and quantitative analyses, taking into account criteria such as relevance, coherence, effectiveness, efficiency and sustainability. A seventh cross-cutting criterion relating to the Sustainable Development Goals (SDGs) is also incorporated.
- Data collection: Services include data collection via interviews, focus groups and semi-structured questionnaires with key programme stakeholders in Mauritania.
- Quality assurance: PROMAN implements a three-level process to ensure the quality of deliverables, involving monitoring by the project manager, a quality expert and a quality manager.
- Dissemination of results: Finally, PROMAN provides infographics and video clips in French and Hassanya to communicate the evaluation results to the general public and local stakeholders.
