Detailed description of project Back
RETFOP is framed under the 11th EDF – National Indicative Program 2014-2020 (NIP) for Angola. The NIP considered the Technical and Vocational Education and Training (TVET) one of the three focal sectors for EU cooperation, and the REFTOP programme represents the first stage of a comprehensive VET reform.
RETFOP was conceived to support the development and modernization of the two TVET subsystems: TVE and VT. In particular, RETFOP aims at supporting and implementing the National Development Plan concerning the development of human resources and more specifically the public policies for TVET.
The global objective of this evaluation is twofold:
– to provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the performance of the RETFOP, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
– to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.
The final evaluation should be an opportunity to build trust and reinforce the partnership between government stakeholders, implementing agencies and the European Union Delegation. Therefore, it is of utmost importance that the evaluation adopts a participatory approach in which all stakeholders feel that they are heard and that their views and opinions are valued and taken into consideration by the evaluators.
The evaluation will assess the intervention(s) using the six standard DAC evaluation criteria, namely: relevance, coherence, efficiency, effectiveness, sustainability and perspectives of OR ‘early signs of impact’. In addition, the evaluation will assess the intervention(s) through an EU specific evaluation criterion, which is the EU added value.
