The European Union carries out its cooperation actions in partnership with the government of the DRC as provided for in the Cotonou Partnership Agreement through funding from the European Development Fund.

Efforts have been made to strengthen the support provided to the National Authorizing Officer, via the support unit for the National Authorizing Officer of the EDF (COFED) created in 2004 within the Ministry of Finance and supported within the framework of a support program on the resources of the 9th EDF (01/2007-12/2010) and 10th EDF (01/2011-01/2015). Under the 11th EDF, two Financing Agreements were signed to continue support for the NAO.

The objective of the mission is to carry out the final evaluation of the Support Program to the National Authorizing Officer (NAO) under the 10th EDF and the mid-term evaluation of the NAO Support Program under the 11^th EDF.

Type of services provided

Evaluation using the standard five DAC evaluation criteria namely: relevance, efficiency, effectiveness, sustainability and impact.

In addition, two specific EU evaluation criteria will be analysed in the evaluation:

• The added value of the EU (the additional advantages of the Action compared to an intervention only from the MS); and
• Internal coherence of the Action and coherence with the European Union’s cooperation strategy in DR Congo and with other EU policies and actions of the MS.
