Detailed description of project Back
The GRASP programme (Growth for Rural Advancement and Sustainable Progress), implemented in Pakistan since 2019, focuses on enhancing the productivity and sustainability of SMEs in the livestock and horticulture sectors in Balochistan and Sindh.
The programme supports capacity-building, access to finance, and policy reform to improve the business environment and rural livelihoods, especially for women-led SMEs.
The final evaluation provides an independent assessment of the programme’s relevance, coherence, effectiveness, efficiency, sustainability, impact, and EU added value using OECD-DAC criteria.
The evaluation also examines cross-cutting issues such as gender equality, climate change, human rights, and inclusion (Leave No One Behind principle).
It includes fieldwork, desk review, and stakeholder consultations and is intended to inform future EU cooperation strategies.
