Final evaluation of the EU-GCC Dialogue on Economic Diversification

The evaluation concerns the EU-GCC Dialogue on Economic Diversification project, which was funded by the EU and ran from 2018 to 2024. The goal of this project was to strengthen economic ties between the European Union (EU) and the Gulf Cooperation Council (GCC) countries, with a focus on trade, business internationalization, and reducing the GCC countries’ dependence on hydrocarbons through economic diversification.

The project had three main expected results:

1. Strengthened cooperation and dialogue between the EU and GCC on trade, investment, and economic affairs.
2. Strengthened policy analysis related to EU-GCC trade, investment, and economic affairs.
3. Enhanced flow of information between EU and GCC stakeholders in the same areas.

The evaluation’s global objectives are:

• to provide the relevant services of the European Union, the interested stakeholders with an overall independent assessment of the performance of the EU-GCC Dialogue on Economic Diversification, paying particular attention to its different levels of results measured against its expected objectives.
• to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve future interventions.

The findings of this evaluation are intended to support political decision-making and inform the design of future EU-GCC projects.

The evaluation process will be carried out in four phases and the following activities:

• Inception phase
• Interim phase (Desk and Field phases merged)
• Synthesis phase
• Dissemination phase
