The Banana Accompanying Measures (MAB) program represents strategic support from the European Union (EU) to the banana sector in Cameroon, with the aim of strengthening its competitiveness and sustainability.

The planned evaluation is a final one, covering the entire MAB program. It will cover all seven axes defined in the Financing Agreement, highlighting the effectiveness of implementation, the impact of actions carried out, and the lessons to be learned for future initiatives. The evaluation will measure the achievement of the main objectives, notably economic growth, sustainable job creation and poverty reduction in banana-producing regions.

The overall impact of the intervention on beneficiaries, both economic and social, will be carefully studied, as will efforts to ensure the sustainability of results. Particular attention will be paid to the visibility of the European Union, by examining its contribution as perceived by partners and local communities.

Type of services provided

The specific objectives of this evaluation are :

  • To measure whether or not the MAB Program has achieved its objectives and expected results.
  • Measure the level of capitalization of lessons learned and implementation of recommendations from the mid-term evaluation and the MAB technical evaluation, for the last phase.
  • To measure the coherence, relevance and quality of the design, effectiveness, efficiency of implementation, impact, viability and sustainability of the methodology and implementation approach used.
  • Evaluate the visibility of the EU for partners and populations through this support.
  • Measure improvements in beneficiaries’ working conditions following implementation of the MABs.
  • Measure the benefits in relation to the costs incurred (efficiency) and draw conclusions and concrete recommendations.
  • Analyze the quality of the deliverables of the various interventions.
  • Measure ownership and sustainability aspects of the MAB program.
  • Provide input for an exit strategy to reinforce the sustainability of the program’s achievements.
  • Propose relevant areas of intervention to be recommended to stakeholders (Government, implementing partner companies and the private sector) to ensure the sustainability of gains and ongoing benefits beyond MAB implementation. Draw lessons and good practices.
