The Regional Development and Protection Programme (RDPP) addresses increasing migration flows in North Africa and the Mediterranean, driven by economic hardship, conflict, and limited legal options. This surge has strained host communities, heightening vulnerabilities for migrants and refugees. The RDPP, funded by the European Emergency Trust Fund (EUTF), has evolved from immediate relief efforts in its first phase to a development-oriented approach in later phases (RDPP II and III), which emphasize socio-economic inclusion and resilience.

Key interventions within the EUTF framework include projects led by organizations such as Save the Children and Caritas in Egypt, the Danish Refugee Council and NRC in Libya, and CEFA and Soleterre in Tunisia and Morocco, respectively. These initiatives focus on enhancing livelihoods, access to services, and social cohesion for both migrants and host communities.

The evaluation aims to assess the programme’s effectiveness, impact, and sustainability, aligning with EU migration and resilience goals. It will evaluate improvements in self-sufficiency, access to services, and social cohesion while considering cross-cutting issues like gender equality. Challenges include the diversity of projects and assessing long-term impacts, which will be addressed through a mixed-methods approach, using both qualitative and quantitative data.

The evaluation will utilize a Theory of Change framework to ensure coherent assessment and will involve triangulation methods to enhance reliability. This comprehensive evaluation seeks to provide actionable insights for improving the effectiveness and sustainability of RDPP interventions.
