This evaluation will contribute to the broader process of results mapping of Somalia education sector support under European Development Fund (EDF) 11 and planning for future EU funding in the context of the mid-term review of the MIP 2021- 2027.

The specific objective of this contract are as follows:

  • Carryout final evaluation of education projects financed under the EDF 11, including mapping results both in qualitative and quantitative terms, assessing coherence and synergies, identifying constraints, lessons learned including use of country systems, and analysing cost effectiveness and value for money across the major components of investment;
  • To evaluate the effectiveness and efficiency of implementing partners’ utilization of country system approaches, including lessons learned from the deployment of Financial Support to Third Parties (FSTP) within ongoing grants;
  • Review analytically EU’s approach and current major issues of concern and challenges faced by the education sector, gaps and financing choices that need to be made. This may include suggestions on ways to re-conceptualize (where needed) focus particularly making the education system more inclusive to provide opportunities for marginalised population groups (girls, IDPs, pastoralist communities, disabled children, children from ethnic minorities);
  • Give recommendations of main actions for financing under the EU mid-term review allocation for Education worth €25 million, including implementation modalities. Additionally, the recommendations should fulfil the Commission’s commitment to its political priorities, notably in migration, recognizing education’s pivotal role in providing opportunities for displaced children.

Type of services provided

  • Evaluation of EDF 11-funded education projects, examining qualitative and quantitative results, coherence, synergies, constraints, lessons learned, and cost-effectiveness across major investment components.
  • Analytical review of EU’s approach, current major issues of concern and challenges faced by the education sector, gaps, financing choices and implementation modalities and also making the education system more inclusive to provide opportunities for marginalised population groups (girls, IDPs, pastoralist communities, disabled children, children from ethnic minorities);
  • Recommendations of actions for EU financing under the €25 million allocation for Education within the EU mid-term review, including rationale, activities, financing needs, implementation modalities, and other pertinent details.
