Most recommendations of the 10th EDF HRD SPSP evaluation were taken into consideration by the new budget support to education action under 11th EDF, the action to be evaluated here, aiming at unemployment reduction especially among youth through the availability of TVET graduates including women, men and minority ethnic groups with labour market relevant skills.

The overall objective of the Action was to contribute to unemployment reduction, especially among the youth.

The Specific objective was to increase the availability of TVET graduates including women, men and minority ethnic groups with labour market relevant skills.

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:

  • An overall independent assessment of the past performance of the “EDF 11 Support Programme for Technical and Vocational Education and Training reforms in Botswana”, paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
  • Key lessons learned, conclusions and related recommendations in order to improve eventual future Budget Support programmes.

In particular, this evaluation will serve:

  1. To assess to what extent the “EDF 11 Support Programme for Technical and Vocational Education and Training reforms in Botswana” had an effect and the possible intensity to achieve its expected results by providing opportunities for the improvement of national policy processes and policy implementation.

2. To assess the effects of the budget support operation on the M&E systems in the sectors supported by the programme. Budget support should aim to strengthen the monitoring systems in the sectors it supports, in alignment with the existing national level monitoring and evaluation systems and contribute to the improved availability and credibility of data. Availability of the robust progress reports by the government, providing results information against targets set under the strategy, and the use of these reports to facilitate informed policy dialogue between the different stakeholders (CSOs, private sector, Parliament, donors) and evidence-based decision making is one indicator of the capacity of the government in the area of M&E.

Type of services provided

  • Develop the Intervention Logic (IL) / Theory of Change (ToC) in five levels: inputs, direct outputs, induced outputs, short-medium term outcomes, and long-term impact.
  • Establish an Evaluation Matrix.
  • Analyse assess inputs (funding, resources), direct outputs (created opportunities), and induced outputs (policy and institutional improvements) and provide a high-level assessment of short- and medium-term outcomes to understand alignment with long-term goals.
  • Evaluate gender equality, climate adaptation, SDGs integration, human rights, and the principle of Leave No One Behind, ensuring they are incorporated in the program design and implementation.
  • Assess the program’s influence on the EU’s image, verifying if the program has a communication strategy and if it enhances the government’s ability to communicate reforms to stakeholders and beneficiaries.
