Detailed description of project Back

AFD plans to provide funding in support of the education sector, taking into account the Government’s priorities reflected in the Education Sector Policy Letter (SPSE), the 2018-2020 PTSE and the existing commitments of other donors. This is AFD’s first intervention in the sector in the Union of the Comoros.

The present study has two objectives:

  • Specify the feasibility of the proposed project and based on this analysis, define more precisely the purpose, content, and implementation modalities of the project;
  • Provide support for its start-up (conditional phase).

Type of services provided

PHASE 1: Feasibility study and formulation

  • Capability diagnosis and context analysis to analyze the feasibility of the identified project;
    Co-construction of an intervention logic and structuring of the project;
  • Stakeholder support strategy;
  • Establish costs and need for project financing;
  • Specify the expected impacts and risks of the project.

PHASE 2 – Project start-up support (conditional phase)

  • Drafting of the project procedures manual;
    Support to the preparation of standard documents (TDR, DAO, etc.);
  • Planning support (annual activity plan, disbursement schedule, etc. …);
  • Organization of a project start-up workshop.
