The EC Assistance in BiH is de-concentrated [implementation authority delegated to the BiH Delegation] but is not de-centralised and therefore ultimate responsibility of programming and project implementation management rests still with the EC Delegation and not the national authorities. But, BiH Government has started to prepare all necessary grounds for the de-centralisation of EC assistance that would start to be implemented in 2007 at earliest.

The fuller involvement and ownership of the BiH government and other BiH stakeholders is however crucial for the impact and sustainability of the EC assistance provided to BiH.

The project is to establish a flexible facility through which short-term expertise in the facilitation of workshops using objective orientated planning techniques will be applied to real case programming activities in BiH and activities associated with the implementation of EC assistance

The overall result can be summarised, that the constructive input of BiH stakeholders into the programming process for EC assistance and their fuller ownership over the project implementation has been further encouraged and facilitated by a participative approach leading to programmes which more accurately and comprehensively define the priority problems to be addressed and propose optimum and practical responses to be implemented. The programming process shall have further enhanced real ownership on the side of the principle beneficiaries and shall have raised awareness amongst the stakeholders of the issues and challenges to be faced by the sector.

Type of services provided

PROMAN provided the services of an expert team consisting of 3 EU and 3 local experts. Core services included:

  • Provision of expert advice and support to the DEI and the EC Delegation on the planning and organisation of programming workshops and other workshops and/or training as required;
  • Provision of appropriate workshop facilitation expertise;
  • Provision of appropriate training expertise to BiH Stakeholders, as proposed and agreed byboth, the DEI and the EC Delegation;
  • Logistic and operational management of workshops, provision of facilities and support staff;
  • Workshop reports and workshop results documentation including participant feedback on workshop benefit and facilitation performance;
  • Translation/interpretation of key documents/events relating to the EC’s programme in BiH as directed by the ECD.

PROMAN HQ is responsible for the backstopping of the mission and overall quality assurance.
