External Observers in three works tender evaluations

The specific objective of this assignment is to provide an independent expertise as observers for the following tender evaluations, according to the rules of the Practical Guide to Contract procedures for EU external actions – PRAG.

• Rehabilitation and Extension of Sewerage Network in Municipality of Berovo and Kumanovo (2 Lots);
• Construction of WWTPs in Municipalities of Radovish, Kichevo and Strumica (3 Lots);
• Upgrading and reconstruction of the WWTP in Vranishta and extension of the collector system for Ohrid Lake.

In addition to provide assistance to the EU Delegation in its ex-ante control.

Type of services provided

The services are provided by a team of 3 experts, of which one is provided by PROMAN. Core services include:

• Observe the evaluation processes, including the preparation and submission of the evaluation reports;
• Prepare three (3) Independent Observer’s reports per each evaluation, on the work performed by the Evaluation Committees;
• Give opinion and recommendations regarding these evaluations and future similar tenders.
