Detailed description of project Back
Since the outbreak of conflict in Yemen in 2014-2015, the country has been engulfed in a devastating humanitarian crisis, compounded by political instability, economic collapse, and climaterelated disasters. The European Union (EU) has been instrumental in addressing both the humanitarian and political challenges that have emerged from Yemen’s ongoing conflict. Over the past nine years, the EU has committed around €1 billion across various forms of assistance, focusing on peacebuilding efforts, emergency relief, and strengthening local communities. Currently and in the future, the EU is/will be implementing a wide range of projects in Yemen focused on several key areas, including local governance and resilience, food security and nutrition, youth employment and entrepreneurship, peacebuilding, civil society empowerment, and human rights.
Against the above backdrop, the EU Delegation (EUD) in Yemen is seeking longterm evaluation services for its cooperation portfolio over a four-year period (2025-2028). The primary goal of these evaluations is to provide an independent performance assessment of EU-funded interventions in Yemen. This will involve evaluating how well the portfolio’s outcomes align with its objectives and understanding the reasons behind the results. Additionally, many of the evaluations will seek to identify key lessons and provide actionable recommendations to improve future interventions.
The evaluations will serve multiple other more specific objectives:
An additional EU-specific criterion, EU added value, will also be assessed. Beyond these, the evaluation will examine how well gender equality, climate change adaptation, human rights, and the principle of “Leave No One Behind” were integrated into the intervention’s design and implementation.
