Evaluation of the project SVD/013 “Primary Education in La Union” and formulation of the 2nd phase

Detailed description of project Back

Following an identification mission in 2000 the Ministry of Foreign Affairs of Luxembourg decided to support the Education Sector in El Salvador. A project was formulated based on a request of the Ministry of Education of El Salvador (MINED).

This project has the objective to help improve coverage and quality of education in 41 primary and nursery schools in the department of La Union. The project also has the objective to encourage pupils’ parents’ and community development organisations’ involvement in the schools, the schools being considered to be a motor for local development.

The main activities of the project started at the beginning of 2003, after a memorandum of understanding was signed between the concerned Ministries. The following was expected to result from the project:

• Enlargement / (re)construction of the schools;
• Introduction of new teaching methods: conception and implementation of a training plan for the schools’ directors and educational advisers;
• Implementation of institutional education projects in the form of workshops and discussion groups in the schools;
• Strengthening of the educational community through alphabetisation and professional training.

The mission has two main objectives:

• Evaluate the project for Lux-Development;
• Formulate the second phase of the project in light of the results obtained and after validation of the conclusions and recommendations of the preceding evaluation in consultation with all stakeholders.

Type of services provided

PROMAN provided the services of an Evaluation and Formulation team consisting of two experts:

• An expert in basic education with thorough knowledge of programme cycle management and logical frameworks (team leader).
• An expert in community development and training (formal and informal).

PROMAN HQ provided backstopping and quality control.
