Detailed description of project Back

The global objective of the assignment is to provide findings and conclusions on the performance of EU assistance in Turkey in the field of occupational health and safety with regard to the alignment with the EU acquis and practices and recommendations on the measures/actions that might be addressed by IPA 2014-2020 to improve programming and future project identification.

The specific objectives include:

  • To evaluate in both qualitative and quantitative terms EU assistance in the field of OHS, particularly its relevance, effectiveness, efficiency, impact, coherence, sustainability and value added with regard to the sectoral development, policy /law making and implementation in Turkey;
  • To provide lessons learned and recommendations on the measures that might be addressed by IPA in the period 2014-2020 in the field of OHS also by taking into account relevant EU and Turkish policies and strategies.

The beneficiary of this assignment is DG Enlargement and in particular the EU Delegation to Turkey. The key stakeholders are DG EMPL, Turkey’s Ministry of Labour and Social Security, Ministry of European Union Affairs, Central Finance and Contracts Unit, social partners, non-governmental organisations engaged in workers’ health and safety issues, as well as the International Labour Organisation.

Type of services provided

The services are provided by a team of 2 experts. Specific tasks include:

  • Desk review;
  • In-depth interviews with stakeholders in Ankara;
  • Field missions in Turkey;
  • Preparation of evaluation report;
  • De-briefing meeting.
