Detailed description of project Back
The EC supports the implementation of the Primary Education Development Plan (PEDP) in Tanzania. The PEDP is a decentralized sub-sector programme being implemented since July 2001 by the Ministry of Education and Culture together with Po-RALG (President’s Office for Regional Administration and Local Government). 8th EDF Funds under the Financing Agreement 8.ACP.TA.041 is contributing to the provision of financial support through a pooled fund as targeted budget support within a sector wide approach.
The final evaluation of this financial support serves two purposes:analyse whether the approach chosen by the EDF to support PEDP has been conducive to the implementation of the PEDP within the given institutional set-up and secondly make detailed recommendations on how to improve the approach with the objective of increasing the effectiveness and efficiency in view of the preparation of the use of funds under the 9th EDF.
Particular emphasis will be on the appropriateness of the chosen financing modalities (pooled fund) in relation to Government procedures and to other bilateral and multilateral funding.
PROMAN is providing the services of a two experts with strong expertise in Policy Development (education sector and sector wide approaches), Educational planning and financing, Performance measurement systems and Public Financial Management.
The evaluation is carried out according to the five evaluation criteria, but with emphasis on relevance, efficiency and on the effectiveness.
PROMAN HQ is responsible for the backstopping and quality assurance.
