This project aims to evaluate the impact, relevance, effectiveness, sustainability, and coherence of EU support for capacity building of civil society organizations (CSOs) in Ukraine during the 2019-2024 period. The evaluation covers 16 interventions, including 11 projects focused on capacity building through third-party subgranting mechanisms and 5 sectoral interventions in the fields of rule of law and anti-corruption.

The main objectives of the evaluation include:

  • Analyzing how different capacity-building modalities contribute to the institutional development of CSOs as independent actors of democratic governance.
  • Assessing the adaptation and resilience of capacity-building approaches within Ukraine’s challenging context.
  • Examining the sustainability of capacity improvements across different types of beneficiary organizations.
  • Proposing differentiated recommendations to improve future interventions.

This work incorporates an in-depth analysis of capacity-building approaches, with particular emphasis on the effectiveness of subgranting mechanisms to support local CSOs and grassroots organizations beyond major cities.

Type of services provided

Strategic Analysis and Methodological Preparation:

  • Reconstruction of the theory of change.
  • Development of methodological frameworks aligned with OECD-DAC criteria.

Data Collection and Analysis:

  • Systematic document analysis of reports and sectoral studies.
  • Semi-structured interviews with local and international stakeholders.
  • Surveys and field observations for qualitative and quantitative data collection.

Deliverables Production:

  • Detailed reports and executive summaries in English and Ukrainian.
  • Presentation of findings during participatory workshops with stakeholders.

Operational and Strategic Recommendations:

  • Proposals for the improvement of future CSO support programs.
