Detailed description of project Back

The mission aims to support the Tunisian Ministry of Education and UNICEF in organising and facilitating a strategic seminar on educational leadership, while producing concrete and sustainable tools to strengthen the capacities of education system managers. It is based on a participatory approach that is sensitive to issues of inclusion and gender, and is part of a desire to profoundly transform the education system. The seminar will provide an opportunity to collectively reflect on best national and international practices, understand how leadership can improve academic results, particularly in reading and mathematics, and propose innovative and collaborative approaches to changing managerial and pedagogical practices. The mission will result in the development of a strategic document, a contextualised training module and a training plan tailored to the different profiles of educational managers, in order to support a sustainable, equitable and effective transformation of the Tunisian education system.

General objective:

  • Strengthen the capacities of educational leaders, taking gender issues into account.
  • Conduct participatory reflection and dialogue on educational leadership, including gender considerations, and explore courses of action in the Tunisian educational context, drawing on national and international best practices.
  • Develop a strategic technical document on educational leadership, contextualised training materials that take gender issues into account, and a training plan tailored to national needs.

More specifically, the seminar aim to reach theses following objectives:

  • Analyse the impact of educational leadership on academic outcomes: Study how educational leadership can improve students’ basic skills, such as literacy and numeracy, as well as their overall success. A gender analysis is also important.
  • Promote collaborative leadership practices: Highlight the role of shared leadership and collaborative dynamics in schools to strengthen the commitment of educational teams.
  • Encourage innovation and experimentation: Explore innovative strategies to transform managerial practices by considering gender equality and pedagogical practices in the school setting.
  • Strengthen professional development: Identify approaches to support the continuing education of teachers and educational leaders, integrating self-assessment and critical reflection into their practices while taking gender issues into account.

Project activities:

  • Preparation of a concept note presenting the working methodology.
  • Organisation of a seminar combining expert lectures, participatory workshops and open dialogue sessions.
  • Development of a strategic technical document on educational leadership in the Tunisian context, including the main concepts of educational leadership, national and international best practices, and courses of action adapted to the Tunisian educational context at the macro (national), meso (regional) and micro (school) levels.
  • Development of an educational leadership training module (in versions adapted to four complementary educational profiles: central technical managers, regional educational managers, educational inspectors, school principals) that takes into account issues of gender, educational inclusion and climate change.
  • A detailed, phased training plan for groups of up to 26 people, benefiting 180 central and regional managers from the Ministry of Education.
