Detailed description of project Back
The objective of the assignment is to design an education project in the framework of the National Plan of Education for All. The study will define on the basis of the analysis of collected data and in line with the Education Sector Policy, a number of interventions for a first limited AFD support.
The mission will:
- Summarise the existing data on the status of the two Haiti basic education systems (primary and lower secondary) in order to identify the strengths and the weaknesses and the main challenges to address;
- Draft a summary of the main support provided by other Donors (World Bank, European Commission, Inter-American Bank for Development, French Cooperation, Canadian support … ) as well at the principle NGO’s who intervene in the sector;
- Identify the needs that are not covered by the restructuring activities of theMinistry of National Education in the field of:
- School statistics,information system and school mapping;
- Teacher training and specifically pre-service;
- Assessment and certification.
- Clarify the role of the various agents in the implementation of the project (Ministry, NGO, donors);
- Identify the issues to be addressed and propose a support responding to the needs;
- Specify the actions to be undertaken, the actors, the operational methods, and the AFD disbursement modalities;
- Prepare an indicative budget for each component;
- Propose possible conditionalities (as limited as possible).
Type of services provided
PROMAN provides the services of an expert / Mission Leader.
Her principle tasks are:
- Analyse the existing situation and the needs in pre-service teacher training;
- Analyse the existing situation and the needs in the field of planning and piloting the information system;
- Describe the existing external support;
- Define the feasibility of the support to be financed by AFD.
