The Cotonou Agreement provides for regional organisations (ROs) with overlapping memberships, to participate in a common Regional Indicative Programmes especially as regards regional economic integration. COMESA, EAC, IGAD and IOC have obtained the necessary mandate from their Member States and have since 2001 jointly prepared for the Eastern and Southern Africa and Indian Ocean Region (ESA-IO) two common Regional Strategy Papers (RSP), including corresponding Regional Indicative Programmes (RIP) to be financed successively under the 9th and the 10th EDF.

In 2001 it was decided to establish an Inter-Regional Co-ordinating Committee (IRCC) which would be responsible for the coordination task. Membership of the IRCC comprises of the 4 ROs (i.e. COMESA, EAC, IGAD and IOC), SADC and the EC. The ACP secretariat and the African Union Commission (AUC) are observer members to the IRCC. The revised IRCC Terms of Reference adopted at the 17th IRCC Meeting in Zanzibar, Tanzania in January 2009 constitute a basis for the IRCC to play a central role in co-ordinating EC funding, as well as mechanisms such as Aid for Trade, the Tripartite process, EPA-linked issues, in addition to supporting regional aid effectiveness initiatives including alignment of national and regional strategies.

The specific objective of the assignment is to achieve enhanced capacity of the ESA-IO regional organizations to implement timely, effectively and efficiently projects and programmes, in accordance with the coordinated regional integration agendas.

Type of services provided

The Consortium provides the services of a LT resident expert, specialised in Monitoring and Evaluation.

The M&E expert is specifically responsible for the duties and responsibilities related to the IRCC M&E system. Core services include:

  • Further develop and expand the IRCC M&E and Knowledge Management System initiated under the previous 9th EDF IRCC programme;
  • Ensure IRCC members have ready access to timely information on the state of play of EDF RSP/RIP implementation at global and project level;
  • Advise on IT systems and tools;
  • Continually assess ROs M&E systems and design/update data and information flow channels between the IRCC M&E and the RECS M&E;
  • Contribute to establish a regular and on-demand reporting system for results-oriented monitoring and project management across the 10th EDF ESA-IO projects and prepare the project management and monitoring briefs for IRCC meetings.
