The Education Outcomes Fund (EOF), in partnership with the Government of Rwanda (GoR) and the Na-tional Child Development Agency (NCDA), is implementing an outcome-based financing program to im-prove early childhood education outcomes in Rwanda. The program focuses on enhancing the structural and process quality of community-based early childhood development (CB-ECD) centers and measuring child development outcomes through a rigorous evaluation framework. For the baseline evaluation, C4ED will collaborate with PROMAN to implement the assignment. As part of this collaboration, PROMAN will provide a Thematic Expert who will be responsible for reviewing evaluation tools, planning and delivering enumerator training, contributing to an in-person design workshop, and supporting the interpretation of results for the baseline report.

Type of services provided

  • Tool Review & Finalization

Review of the evaluation tools, including IDELA, BEQI, and structural quality checklists, ensuring they are appropriate, feasible, and culturally relevant for use in Rwanda.

  • Contribution to design workshop

The Thematic Expert will contribute to the Evaluation Design Workshop, which will bring together stake-holders to refine the evaluation approach. The Thematic Expert will support the planning process and lead one session on a relevant topic (to be determined).

  • Enumerator training & field visit

The Thematic Expert will play a key role in preparing, planning, and delivering enumerator training to prepare for high-quality baseline data collection. The training will cover evaluation methodologies, ethical considerations, and best practices for field data collection.

  • Baseline report support & results interpretation

Following data collection, the Thematic Expert will assist in analyzing and interpreting preliminary findings, supporting the development of the baseline report. The Thematic Expert will ensure the findings are communicated clearly and effectively.
