UNICEF Uruguay is starting a major project with Plan CEIBAL with the aim of guaranteeing each student access to specific platforms to have online classes and practice mathematical and linguistic skills so that students in Uruguay continue learning, even if they are prevented from going to an educational centre as during the COVID-19 pandemic.

This experience has shown that this system is efficient, however, it has been seen that the most vulnerable students did not participate in the platforms. In this context, PROMAN has been invited by UNICEF Uruguay to carry out an analysis and make a diagnosis on why and also on what can be learned about combining digital and face-to-face education.

The specific purpose of this consultancy is to provide technical assistance and general guidance to UNICEF and its partners in identifying the main barriers that prevent Plan CEIBAL from reaching all children and in designing tools and solutions to improve quality online learning for all children.

The work will help UNICEF and Plan CEIBAL to:

  • Describe the participation profiles of students and teachers in the platforms of Plan CEIBAL. Elaborate typologies of use. To size and characterize those with restricted or no participation in the platforms;
  • Identify the main barriers that restrict or hinder students’ access and participation in the CEIBAL Plan platforms, and relate them to the typologies and characteristics of users;
  • Describe the strengths and weaknesses of Plan CEIBAL’s platforms from the point of view of the usability experience they provide to students and teachers;
  • Propose suggestions to improve the level of access and participation in the CEIBAL platforms by the most vulnerable children and adolescents.

Type of services provided

  • Conduct detailed data analysis and consultation with UNICEF, Plan CEIBAL, previous studies and administrative records;
  • Access to available secondary data sources (administrative records of Plan CEIBAL, ANEP, other agencies, statistical information), develop an analysis plan, process data and produce relevant information to answer study questions;
  • Develop the survey and survey questions in coordination with UNICEF and Plan CEIBAL;
  • Prepare the data collection methodology with its precise and detailed questionnaires and monitor survey;
  • To perform the qualitative and quantitative analysis of all data and give a diagnosis in a final report accompanied by recommendations to improve the experience and ensure its success.
