Developing a Costed Action Plan for Early Childhood Education in Lao PDR

The global objective of the assignment is to provide technical assistance in developing a costed 3-year action plan (2018-2020) for the Early Childhood Education (ECE) sub-sector which is in alignment with the Education Sector Development Plan (ESDP) 2016-2020. The costed action plan will be used by the Ministry of Education and Sports (MoES) and development partners to support the planning, implementation and monitoring of the MoES annual work plans as well as the ESDP 2016-2020.

The key areas of work include:

• To analyse components of the overall sector plan, including particularly the ECE sub-sector plan;
• To develop more detailed ECE sub-sector plans;
• To cost the mentioned detailed ECE sub-sector plans;
• To enhance knowledge of the relevant Ministry staff on the process of developing costed action plans, which can be applied in the development of the next ESDP 2021-2025;
• To provide recommendations on the processes, including tools that could be used by the key stakeholders for future application.

Type of services provided

• Desk-based review;
• Consultation with key stakeholders;
• Drafting of a detailed costed ECE action plan;
• Validation and finalization of the costed action plan;
• Capacity building workshop.

The services are provided by a team of three experts:

• Team leader (70 w/d);
• Support expert (9 w/d);
• National expert (6 w/d).
