The EU works to strengthen Vocational and Educational Training (VET) systems in many partner countries where the system is often insufficiently aligned to employers’ needs. People trained through those VET systems do not acquire the required skills and competences due to inadequate private sector engagement and missing linkages to the world of work. Also, many VET systems are inaccessible for disadvantaged and vulnerable groups, while these are the people that could particularly benefit from an education and training that increases their employability.

As a response, the EU has set up the VET Toolbox, a facility that makes available much needed expertise and practical advice to partner countries, on themes such as VET policy and reform, labour market intelligence, private sector engagement and support to ensure the inclusiveness of disadvantaged groups. Next to its technical assistance services, the VET Toolbox also provides financial support to initiatives that pilot innovative approaches to increase employability of disadvantaged and vulnerable groups through Vocational and Educational Training.

Projects selected for funding under the VET Toolbox Grant will be identified through a restricted Call for Proposals. The call is managed according to EU grants procedures. The evaluation of proposals will be performed by an assessment team, composed of assessors coordinated by a team leader, under the direction of an Evaluation Committee.

The VET Toolbox is composed by GIZ, British Council, Enabel, LuxDev and AFD, and co-funded by the EU. The Coordination Hub, responsible for the operationalization of the VET Toolbox, is located at Enabel HQ in Brussels.

To assist the Contract Authority with:

  • Evaluation of Concept Notes;
  • Evaluation of Full Proposals;
  • Eligibility checks.
