The global objective is to assess the capacities of the Egyptian Ministry of Social Solidarity to develop its Social Units into efficient, client-oriented and adequately resourced social service providers, and to gage prevailing needs and gaps, thereby contributing to highlight areas requiring possible EU support.

The specific objective is to finalise a study in view of a possible EU support programme aiming to:

  • Comprehensively develop the capacities of the MoSS’ Social Units, based on an assessment of the current state of Social Units as well as of the MoSS’ strategies, plans and capacities;
  • Target other key gaps in the area of social service delivery.

Type of services provided

  • Collection and review of key documentation and Research;
  • Stakeholders identification;
  • Review of questionnaire and survey coding sheet by MoSS;
  • Preparation of a methodology for the assessment, including on-the-spot field assessment of the 10 Social Units;
  • Meetings with stakeholders and target groups;
  • On-the-spot field assessment, including orientation and feedback;
  • Analysis of data gathered from the field;
  • Debriefing events in Cairo and feedback gathering;
  • Reporting.

The study is carried out by a team of two experts:

  • Expert I, Social protection Team Leader;
  • Expert II, Social Protection Capacity Assessment Coordinator.
