A number of local authorities in the European Neighbourhood Policy Region have signed up to the Covenant of Mayors(CoM), which is a political initiative initiated by the European Commission and launched in 2008 aiming to bring together mayors and local authorities in a permanent network under the aegis of the European Commission. Towns and cities which sign up to the Covenant formally commit themselves, on a voluntary basis, to go beyond the targets set by the EU for reducing CO2 emissions, through the implementation of Sustainable Energy Action Plans (SEAPs). The Regional Programme in the Neighbourhood for Sustainable Urban Demonstration Projects (SUDeP) is supporting the implementation of the SEAP’s amongst others through the financing of demonstration projects through a Call for Proposals.

The objective of this assignment is to on one hand provide assistance to the applicants in the design and development of high quality sustainable urban demonstration projects and on the other hand to assist the Evaluation Committee in the technical assessment of the concept notes and then the full proposals received under the call.

Type of services provided

PROMAN provides the services of one of the Senior Experts while B&S Europe provides the services of the other Senior Expert, the Team Leader and a Junior Expert. Tasks are the following:

Support to Applicants

  • Organize Information Sessions;
  • Play a front-office role in the Help Desk set up by the EC;
  • Prepare a simple manual on how to move from a concept note to the preparation of the Full Proposal;
  • Facilitate the establishment of links between municipalities (networking events – on-line database).

Assist with the evaluation of concept notes (CN) and full applications (FA)

  • Assess an average of 5 CN / 1.5 FA per day following the guidelines;
  • Complete an evaluation grid for each CN or FA;
  • Coordinate the assignment and perform a quality check of the evaluation grids and prepare a summary table (TL);
  • Submit the evaluation grids (in electronic format ) to the EC and the summary table in hard copy(signed);
  • Submitting a signed original summary table of each expert’s evaluations.
