Detailed description of project Back

The results of the “Being a Student” evaluation conducted by INEVAL in Ecuador since 2016 show that most students in Ecuador do not reach the minimum level of competence; this trend has continued in recent evaluations. Similarly, a lower level of learning achievements was observed between 2020 and 2022. In light of this diagnosis, INEVAL establishes as part of public policy recommendations the need to provide the National Education System with tools for formative evaluation of students that allow for immediate decision-making to avoid increasing learning gaps, especially for the most vulnerable groups. In this regard, in 2023, INEVAL developed the Specific Formative Evaluation Model aimed primarily at teachers in the National Education System. Its objective is to strengthen the culture of continuous evaluation, feedback, and recovery of learning in the National Education System of Ecuador through the provision of pertinent and diversified tools and instruments for formative evaluation of students at the Preparatory, Elementary, Middle, and Superior sublevels, and high school level, accessible through a public and free digital platform.

The main objective of the consultancy is to verify the relevance, applicability in the Ecuadorian context, and coherence of the Formative Evaluation Model with current trends in evaluation on an international scale through the analysis, review, and feedback of the issued document based on relevant bibliographic review.

Type of services provided

  • Review and analyse the Formative Evaluation Model (INEVAL 2023);
  • Perform a comprehensive review of relevant literature and primary sources related to the topic of educational evaluation;
  • Develop comments and suggestions for improvement based on established criteria as well as other relevant criteria;
  • Develop the draft and final version of analysis report, review, and feedback of the Model.
