The overall objective (Impact) to which this action contributes is: the sustainable development of Cuba through the contribution of the cooperation agreement between the EU and Cuba, ensuring that EU-funded actions achieve maximum results, with sustainable impact.

The specific objective (Outcome) of this contract is as follows: to conduct comprehensive sector-specific studies and strategic analyses to provide data and insights that will guide project planning, resource allocation, and risk management, improving project management decision-making and ultimately projects’ impact.

Qualifications

Qualifications and skills:

Education:

  • Master degree in a discipline relevant to the scope of this assignment, in any filed identified as key area within the MIP. In absence of academic degree in relevant area, 3 additional years of relevant professional experience are required.
  • Additional certifications in Project Management (e.g., PRINCE2, PM2) or Development Cooperation would be an asset.

Languages:

  • Excellent communication skills in English and Spanish, being able to communicate effectively and diplomatically with a wide range of contacts, including public speaking skills. Fluency in Spanish and English is mandatory (both written and spoken).

Skills:

  • Proven project management skills, with the ability to coordinate multi-disciplinary teams and ensure the timely and effective delivery of project outputs under tight deadlines.
  • Ability to communicate effectively and engage with a variety of stakeholders, including governmental institutions and international organizations.
  • Good analytical skills and capacity to produce clear and concise reports in English and Spanish, as well as key documents such as specific ToR in the areas of activity of this project.
  • Knowledge or expertise in one of the priority areas of the MIP (e.g., renewable energy, economic development, SMEs, biotechnology, gender, etc.) would be a significant advantage.
  • Strong knowledge of Cuba’s socio-economic context and an understanding of its institutional framework would be an asset.
  • Good people management skills; able to lead and motivate a multi-cultural team to deliver the required results.

General professional experience:

  • At least 10 years of experience in project management, especially in the context of international development cooperation or technical assistance projects in developing countries.
  • Extensive experience managing EU-funded projects or similar cooperation frameworks, with a demonstrated understanding of EU procedures and requirements.
  • Experience leading teams and coordinating multiple stakeholders in complex environments.

Specific professional experience:

  • On top of the 10 years of general professional experience, at least 5 years of experience in managing projects related to sectoral studies, policy analysis, or technical assistance.
  • Expertise in one or more of the MIP priority sectors (e.g., renewable energy, SMEs, biotechnology) is highly desirable.
  • Familiarity with EU development cooperation frameworks, particularly the MIP and the Political Dialogue and Cooperation Agreement (PDCA) between the EU and Cuba.
