Overall objective :

  • The overall objective (Impact) to which this action contributes is: security, conflict prevention, and the fight against violent extremism, terrorism, and transnational organised crime in Ghana.

Specific objective(s)

The specific objectives (Outcomes) of this contract are as follows:

  • Specific Objective (Outcome) 1: Enhance Ghana’s integrated capacity to counter violent extremism and terrorism from a human rights perspective.
  • Specific Objective (Outcome) 2: Strengthen Ghana’s capacity to counter transnational organised crime, including firearms trafficking, and enhance relevant peacebuilding and violence prevention mechanisms and structures across national and traditional authorities, civil society organizations (CSOs), including women’s organizations, forcibly displaced populations, and their host communities.
  • Specific Objective (Outcome) 3: Ensure the efficient and effective coordination and implementation of the ‘EU for a Secure Ghana’ Programme.

Qualifications:

Qualifications and skills:

  • At least a Master’s Degree or equivalent professional experience in fields relevant to this assignment, such as Political Science, International Relations, Peace & Security Studies, or Law. If the expert does not have a Master’s Degree in a relevant field, she/he must have at least a Bachelor’s degree in the above-mentioned fields combined with 2 years of relevant professional experience in addition to the professional experience required below.
  • Proficiency in English (spoken and written) at C1 level under the Common European Framework of Reference for Languages (CERF) and excellent command of at least one local language spoken in Ghana.

General professional experience:

  • minimum of 10 years of experience supporting security agencies’ capacity to counter violent extremism and terrorism.

Specific professional experience:

  • Proven experience enhancing inter-agency and donor coordination.
  • Experience working with and/or providing technical assistance support to Ghanaian security agencies.
  • Proven experience in providing training and/or capacity building aimed at countering violent extremism and terrorism.
  • Professional experience related to transnational organised crime and small arms trafficking would be an asset.
