Technical assistance (TA) to support capacity development and institutional building in Namibia in the context of the implementation of the MIP and 11th EDF Programmes Back

The overall objective (Impact) to which this action contributes is:

  • the socio-economic development of Namibia and the strengthening the EU-Namibia partnership.

The specific objective (Outcome) of this contract is as follows:

  • To contribute to the successful implementation of the Government’s development strategy through the support of sound development programmes and ad hoc activities financed from the NDICI-Global Europe and other EU sources, as well as the implementation of the Strategic Communication and Public Diplomacy.

Qualifications

Qualifications and skills:

  • A Master’s Degree academic level is required, preferably in one of the following fields: energy, environment, education, engineering, policy development, project management. In its absence: an additional five years of experience in one of these fields in addition to the 12 years of general professional experience.
  • Written and oral communication skills in English of at least C2 level.
  • Computer literacy in Microsoft Word, Excel, PowerPoint, Outlook.

General professional experience:

  • At least twelve years’ experience in project cycle management (PCM) in developing countries. The experience can be related to programming or identification or formulation or management or implementation;
  • At least six years’ experience in the energy or environment or education or engineering or policy development sectors is required;
  • Three years’ experience in Namibia, or any other Southern African Development Community (SADC) country, would be an advantage.

Specific professional experience:

  • At least six years’ experience in implementing EU-funded projects is required which must include experience in at least three of the following types of contracts: i) supply contracts, ii) service contracts, iii) works contracts, iv) programme estimates, v) budget support.
