Overall objective:
The overall objective (Impact) to which this action contributes is:
To support the children of Zambia reaching their potential and to improve young female adolescent’s resilience and wellbeing by strengthening and enhancing the capacity of Government to provide and oversee equitable access to quality integrated services that target children and adolescents.
Specific objective(s):
The Specific objectives (Outcomes) of this contract are as follows:
- Improve the quality and efficiency of Early Childhood Development and Education (ECDE) service provision for young children (0-8);
- Increase the efficiency in the monitoring, coordination and the prevention from and response to adolescents’ health priorities as per Adolescents Health Strategic Plans of the Ministry of Health;
- Improve the capacities and coordination of the multi-sectorial taskforce, both in prevention from and response to Violence Against Children (VAC), Gender-based Violence (GBV) and other vulnerabilities of children and adolescents;
- Improve efficiency in integrated service provision to children and adolescents by the main involved Ministries (Education, Health and Community Development and Social Services) in coordination with other line ministries: Victim support unit (VSU) under Ministry of Home Affairs and Internal Security (MHAIS), Ministry of Justice (MoJ), Ministry of Local Government and Rural Development (MLGRD).
Qualifications and skills:
- She/he must possess a minimum of a Masters’ degree in social sciences, cooperation and development studies, institutional development, public sector development or a relevant, directly related discipline equivalent, or a Bachelor Degree and a minimum of 10 years of relevant work experience;
- Excellent knowledge of written and spoken English, equivalent to C1 level (minimum requirement).
General Professional experience:
- Experience in capacity strengthening in protection from and response to VAC and SGBV to national ministries and/or CSO for at least 6 years;
- Experience in training on VAC for at least 2 years in welfare projects or relevant projects with a focus on protection or qualified training establishments;
- Experience in training on SGBV in welfare projects or relevant projects with a focus on protection or qualified training establishments is an advantage;
- Experience in health is an advantage;
- Team management experience for at least 2 years.
Specific Professional experience:
- Experience of at least 2 years related to institutional capacity strengthening37 and/or multi-sectoral coordination and liaison between the Ministries of welfare/social development and other different national level ministries and/or different sectors;
- Experience in managing and/or coordinating multi-sectoral programmes;
- Experience in adolescents’ health is an advantage;
- Experience in mental health is an advantage;
- Experience in Southern Africa is an advantage.
