Project Details

Alinea International is currently preparing a proposal for an upcoming technical assistance project aimed at strengthening public procurement systems in Ukraine and is seeking to expand its roster of experts in this area.

The anticipated project will be implemented on behalf of the European Investment Bank (EIB) and will support procurement reform efforts in the context of Ukraine’s reconstruction and EU integration. It is expected to focus on enhancing procurement planning, implementation, and digital systems — including the further development and use of the Prozorro e-procurement platform — in close coordination with the EIB and other international financial institutions active in Ukraine, including the World Bank, EBRD, and CEB.

The assignment is anticipated to run for up to 60 months. This open call is part of Alinea’s proactive efforts to identify and engage qualified consultants who can contribute to future programming and proposals. Selected candidates may be considered for a range of roles, subject to project award.

This initiative aims to:

  • Strengthen public procurement systems and practices in line with EIB and MDB standards.
  • Support transparent, efficient, and accountable procurement processes across Ukraine’s reconstruction agenda.
  • Enhance institutional capacity and technical expertise among Ukrainian public sector counterparts.
  • Promote the use of digital procurement tools and systems, in particular the Prozorro e-procurement platform.
  • Align procurement approaches with international standards and best practices, including the EIB Guide to Procurement (GtP)

Key Expert Roles

We are seeking to fill three Key Expert (KE) positions. Each plays a distinct and essential role in the delivery of the assignment. Candidates are encouraged to identify the role for which they are the strongest fit and to highlight relevant experience accordingly in their cover letter and CV.

KE1  |  Team Leader / Senior Procurement Specialist   —   350 person-days (estimated minimum)

Will provide overall leadership and coordination of activities, ensuring high-quality delivery and effective engagement with the EIB, Ukrainian beneficiary institutions, and wider stakeholder groups.

We are also building a roster of Non-Key Experts to provide flexible implementation support. Non-Key Expert categories include: Senior Experts with international experience; Senior Experts with national (Ukrainian) experience; and Junior Experts across e-procurement, training, and procurement support profiles. Candidates interested in Non-Key Expert positions are welcome to apply and indicate their preferred category.

Key Areas of Expertise

We are particularly interested in professionals with experience in one or more of the following areas:

  • Public procurement systems and reform, ideally in Ukraine or comparable post-conflict or transition contexts.
  • Procurement under international financial institution (IFI) frameworks — with particular emphasis on the European Investment Bank (EIB) Guide to Procurement (GtP). Candidates with in-depth knowledge of the EIB GtP are strongly encouraged to apply, as this is a distinct procurement framework from those of other IFIs.
  • E-procurement systems and digital transformation, including direct experience with Prozorro or similar national e-procurement platforms.
  • Strategic and sustainable procurement, including the integration of environmental, social, and governance (ESG) considerations into procurement strategy and documentation.
  • Capacity building and training in procurement, including training needs assessment, curriculum design, and facilitation for diverse public sector audiences.
  • Procurement monitoring, compliance, and quality assurance in the context of IFI-financed projects.
  • Institutional strengthening and public sector engagement, including working with government ministries, procurement agencies, and oversight bodies.

Who Should Apply

We welcome applications from individuals who meet the following criteria:

  • Have a strong background in procurement, public administration, economics, law, information technology, or related fields.
  • Possess relevant experience in public procurement or procurement reform, ideally in Ukraine or similar contexts.
  • Have worked with international donors or financial institutions, such as the EIB, World Bank, EBRD, EU, or similar. Knowledge of the EIB Guide to Procurement (GtP) is a significant advantage for all roles and is required for senior positions.
  • Meet the minimum experience thresholds for the level of engagement sought: senior roles (KE1 and KE2, and Category I and II non-key experts) require a minimum of 10 years of professional experience in public procurement or a directly related field; mid-level positions require a minimum of 5 years; and junior support roles require a minimum of 3 years.
  • Are fluent in English. Ukrainian language proficiency requirements vary by role: Ukrainian is required for the E-Procurement Specialist (KE3) and all non-key expert positions; Ukrainian is highly desirable for the Team Leader (KE1) and Training Procurement Specialist (KE2).
  • Are based in or have strong contextual knowledge of Ukraine, including familiarity with Ukraine’s public procurement regulatory environment and institutional architecture.
