The overall objective (Impact) to which this action contributes is: To support the priority policy objectives of the ESSDP 2026-2030, including the TVET Development Plan 2026-2030, and the European Joint Programming Strategy 2021-2027, so as to improve qualifications and skills of Laos’ youth responding to labour market needs of a green and digitalised economy.

This Technical Assistance action forms part of the complementary measures foreseen in the on-going EU Budget Support programme to the Education Sector “Partnership in Education and Skills for Inclusive and Green Growth (PESIG)” /ACT- 60628.

The specific objectives (Outcomes) of this contract are as follows:

  • Improve equitable access and learning outcomes of general education (particularly related to gender equality, and in rural and remote areas).
  • Enhance effectiveness of TVET subsector equipping graduates with relevant skills responding to the labour market and the needs of a green and digitalised economy.
  • Improve education sector performance and reduce disparities.

Qualifications

Qualifications and skills:

  • Bachelor’s level Degree in Business Administration; Education; Economics/Finance, Social sciences or equivalent relevant, directly related discipline or vocational education in the same field plus 4 years (880 FTE) of relevant professional experience on top of the minimum years of general professional experience.
  • Proficiency in Lao oral and written (minimum CEFR Level C2) to be demonstrated by certificate or by past relevant experience.
  • Proficiency in English oral and written (minimum CEFR Level C2) to be demonstrated by certificate or by past relevant experience.

General professional experience:

  • A minimum of 3 years of work experience (660 FTE) in project management and coordination.

Specific professional experience:

  • A minimum of 2 years of work experience (440 FTE) in the education sector/system in Lao PDR.
  • A minimum of 1 year of work experience (220 FTE) in organising events; meeting; consultation and workshop.

The following will be considered an asset:

  • Familiarity with EU development cooperation projects and procedures.
  • Experience and knowledge of donor mechanisms that aim to support policy dialogue and particularly in the area of education reform in Lao PDR.
  • Experience in the use of Microsoft office tools and on-line meeting platforms.
