The overall objective (Impact) to which this action contributes is: To support the priority policy objectives of the ESSDP 2026-2030, including the TVET Development Plan 2026-2030, and the European Joint Programming Strategy 2021-2027, so as to improve qualifications and skills of Laos’ youth responding to labour market needs of a green and digitalised economy.

This Technical Assistance action forms part of the complementary measures foreseen in the on-going EU Budget Support programme to the Education Sector “Partnership in Education and Skills for Inclusive and Green Growth (PESIG)” /ACT- 60628.

The specific objectives (Outcomes) of this contract are as follows:

  • Improve equitable access and learning outcomes of general education (particularly related to gender equality, and in rural and remote areas).
  • Enhance effectiveness of TVET subsector equipping graduates with relevant skills responding to the labour market and the needs of a green and digitalised economy.
  • Improve education sector performance and reduce disparities.

Qualifications

Qualifications and skills:

  • Master’s degree in the field relevant to this assignment (Education or Social Sciences or equivalent relevant, directly related discipline) or Bachelor’s degree in the same field plus 4 years (880 Full Time Equivalent, FTE) of relevant professional experience on top of the minimum number of years of general professional experience mentioned under “General professional experience”.
  • Proficiency in English oral and written (minimum CEFR Level C2) to be demonstrated by certificate or by past relevant experience.

General professional experience:

  • A minimum of 10 years (2200 FTE) of professional experience in areas related to education reform.

Specific professional experience:

  • A minimum of 7 years (1540 FTE) of work experience in the design and implementation of public policies in the education sector.
  • A minimum of 3 years (660 FTE) of working experience as a Team Leader in international development cooperation projects including the identification of short-term technical assistance needs and profiles along with the drafting of terms of reference and the coordination of non-key experts.
  • Experience in producing high-quality written outputs (project formulation, policy briefs, evaluations, studies) in sectors relevant to this assignment. Evidenced by at least three (3) deliverables in the past 2 years.

The following will be considered an asset:

  • Previous professional experience with EU development cooperation projects and procedures.
  • Previous professional experience in South East Asia in the areas of the contract.
