Systematic and timely evaluation of its programmes and activities is an established priority3 of the European Commission4. The focus of evaluations is on the assessment of achievements, the quality, and the results5 of interventions in the context of an evolving cooperation policy, with increasing emphasis on result-oriented approaches and the contribution towards the achievement of the Sustainable Development Goals (SDGs).6
From this perspective, evaluations should look for evidence of why, whether and how the EU interventions have contributed to the achievement of these results and seek to identify the factors driving or hindering progress.

The global objective:

  • To provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the performance of the interventions to be evaluated, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results.
  • To identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.

The specific objectives:

  • To inform the exit strategy of the interventions to ensure the sustainability of their results.
  • To inform the next phase of programming.
  • To inform decision-making on the appropriateness and thematic priorities of a second phase of the interventions when applicable.
  • To draw lessons that can be replicated in other EU interventions.
  • To be accountable for the use of EU resources in relation to the results of the interventions.
  • To report transparently on EU support to Kenya.

Qualifications and skills required for the team: 

  • All experts of the evaluation team must comply with the standard requirements of education level and number of years of experience relevant to the lot as per general ToRs of the FWC SEA 2023.
  • The Team Leader and the Thematic Expert must have a master level degree in relevant fields (e.g. economics, development studies, international relations, humanitarian aid, social sciences, other relevant sector) or in its absence, a bachelor’s degree with additional 3 years of equivalent working experience over the minimum years of experience required for each category of expert.
  • Excellent analytical and reporting skills.
  • Excellent communication skills liaising with different stakeholders.
  • The evaluation team will have command of English at level C2 of the CERF – both spoken and written.
  • A good command of Swahili at level B1 of the CERF of the evaluation team, will be considered an asset.

Professsional experience of the team: 

  • The Team Leader must have an experience of at least 12 years in leading experts’ teams in the field of evaluation, mostly in, but not limited to, development cooperation.
  • The evaluation team must have a cumulative professional experience of at least 15 years, in the field of evaluation, mostly in, but not limited to, development cooperation.
  • The Team Leader must have a minimum of 6 successfully completed intervention-level or strategic evaluations in the role of Team Leader.
  • The evaluation team must have successfully completed at least 3 intervention-level or strategic evaluations in sectors relevant to this assignment in the last 5 years.
  • The evaluation team must have previous experiences in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.
  • The evaluation team must have prior experiences in data visualisation, including interactive data visualisation and the creation of dashboards for data analysis and communication.
  • The evaluation team must demonstrate both expertise and working experience on the evaluation of gender mainstreaming, rights-based approach and conflict sensitivity.
  • The evaluation team must demonstrate previous experience in evaluating or monitoring interventions implemented in a Team Europe setting (EU + one or more member state).
  • Demonstrated previous work experience of the evaluation team on the realm of the EU Global Gateway Strategy particularly regarding its focus on sustainable infrastructure, green and digital transitions, engaging with the private sector, EFSD+, fight against corruption, partnerships under a Team Europe Approach, will be considered as added value.
  • Demonstrated work experience of the evaluation team in Kenya and/or East Africa will be considered as added value.
