Identification and formulation of intervention to support Higher Education in Angola within Global Gateway Strategy Back

Overall objective:

Identification and formulation of an action to support Higher Education in Angola in alignment with the implementation of the Global Gateway strategy in Angola.

Specific objective(s):

The Specific objectives (Outcomes) of this contract are as follows:

  • Identify, evaluate and indicate the priority of potential interventions to support higher education in Angola in alignment with the implementation of the Global Gateway strategy in Angola;
  • Identify and explain:
    • What could be the added-value of a potential intervention to support higher education with a EU grant given the fact that the World Bank is supporting the sector with a substantial loan (USD 200 M);
    • To what extent it makes sense that a new higher education support intervention will be focus in the geographical area where the Lobito Corridor is located, in alignment with the implementation of the Global Gateway strategy in Angola.
  • Support the preparation of both an identification fiche and an action document taken into consideration the findings/conclusions of the analysis mentioned in point 1 and 2 above.

Qualifications and skills: 

  • Academic degree at master’s level;
  • Excellent analytical and reporting skills;
  • Excellent communication and interpersonal skills liaising with different stakeholders;
  • Level C1 of English;
  • Proficient use of Portuguese both speaking and writing.

General Professional experience: 

  • Working experience in Sub-Saharan Africa;
  • 10 years of professional experience in programmes funded by international organisations (EU or others).

Specific Professional experience:

  • Knowledge of the EU institutional framework, in particular aid instruments;
  • Knowledge of Higher Education in Sub-Saharan Africa;
  • Knowledge of Global Gateway Strategy;
  • Knowledge of the EU mandates on gender equality and empowering women and girls, and human rights-based approach to development cooperation.
