General call for experts FWC 2023 Lot 3 FOOD SYSTEMS, SUSTAINABLE AGRICULTURE AND NUTRITION Back

The Framework Contract “Services for EU’s External Action” (SEA 2023) is intended to support the European Commission (EC) Directorates-General in charge of the implementation of External Action:

  • Directorate-General for International Partnerships (DG INTPA),
  • Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR),
  • Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO),
  • Service for Foreign Policy Instruments (FPI), and
  • EU Delegations.

This FWC aims to provide a contractual tool that can mobilise rapidly (compared to a standard tender procedure) through specific contracts the expertise required to assist the EC departments in implementing their policies.

To this end, PROMAN Consortium, as Framework Contractor, will support and advise EU services Headquarters and EU Delegations and/or Partner Countries/Organisations along the cycle of operations by providing technical inputs and by assisting in carrying out analysis, studies and providing opinions and advice.

Qualifications

We are looking for specialists in the following technical fields:

1. Sustainable Agriculture

1.1 Crop production, storage, conservation, protection and disease control, transformation, and marketing.

1.2 Legal aspects, land governance

1.3 Agroecological approaches (incl. organic farming, agroforestry, permaculture…)

1.4 Food systems assessments

2. Livestock

2.1 Pastoralism issues, including food security, hydraulic, land tenure, security of herds and pastors, etc.

2.2 Veterinary issues including animal health, zoonotic risks, animal identification, quarantine and border inspection posts

2.3 Trade of animal and animal products including sanitary issues and food safety

2.4 Animal production including genetic, conservation, storage and marketing of animal products

2.5 Legal aspects

3. Fishery and aquaculture

3.1 Marine and fresh water aquaculture

3.2 Assessment of fish stocks and sustainable fish resources exploitation

3.3 Legal aspects

4. Food security and nutrition

4.1 Assessment of national stocks

4.2 National statistics on food production

4.3 Assessments, analysis and forecasts of acute food insecurity and early warning systems

4.4 Assessments, analysis and forecasts of chronic food insecurity

4.5 Humanitarian-Development-Peace (HDP) Nexus in food crises (link with other topics “beyond food”: security, natural resources management and climate shocks, etc…)

5. Nutrition
