Final Evaluation of the FPI Crisis Response to SGBV in Northern Ethiopia Back

Global objective:

The main objectives of this evaluation are twofold:

  • To provide the relevant services of the European Union, European Member States, interested stakeholders and the wider public with an overall independent assessment of the performance of the interventions “Strengthening Survivor Centred Responses: Holistic, Comprehensive, Survivor-Centred GBV in Emergencies programming in Tigray” and “Enhancing Access to Justice for GBV Survivors through Local Action in Afar, Tigray and Amhara Regions of Ethiopia”, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
  • To identify key lessons learned, conclusions and related recommendations in order to inform decision makers and practitioners on how to improve current and future interventions.

Specific objectives:

  • To assess intervention performance: Evaluate the results of the two SGBV interventions in Tigray, Afar, and Amhara against their objectives and identify reasons for success or shortfalls;
  • To identify lessons learned and recommendations: Provide actionable conclusions to inform decision-makers and practitioners on improving current and future SGBV interventions in Ethiopia and beyond;
  • To evaluate complementarities and synergies: Assess coordination with other FPI-funded and EU-supported interventions to enhance coherence of EU actions in the country.

Qualifications and skills required for the team:

  • Excellent analytical, reporting and communications skills, including gender and conflict-sensitivity analysis;
  • Excellent communication skills, in particular, liaising with different audiences;
  • The evaluation team will have command of English at level C2 of the CERF – both spoken and written;
  • At least one team members will have command of Amharic at level C1 or higher;
  • A good command of Tigrayan/Afari at level B2 or higher of the CERF will be considered an asset.

Professional experience of the team:

  • The evaluation team must have a cumulative experience of at least 30 years in the field of evaluation, mostly in, but not limited to, gender, peacebuilding and development cooperation;
  • The evaluation team must have a cumulative working experience of at least 15 years in the following areas: SGBV, and crisis response;
  • The team leader must have a minimum of five years successfully completed intervention-level or strategic evaluations, of which at least two as team leader within SGBV, gender or peace-building sectors;
  • At least two of the experts must have at least previous working experiences in Ethiopia;
  • The evaluation team must have at least ten previous experiences of working with rights-based and do no harm approach, gender mainstreaming, conflict-sensitive approaches;
  • The evaluation team must have at least 8 previous experiences in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.
