The global objective of this evaluation is twofold:

  • To provide the relevant services of the European Union, the International Trade Centre (ITC), and the interested stakeholders with an overall independent assessment of the performance of the ARISE Plus Myanmar Trade Related Assistance Project, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results;
  • To identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve future interventions.

The specific objectives for this evaluation are:

  • To draw lessons that can be replicated in other EU interventions in the agrifood sector of Myanmar;
  • To be accountable for the use of EU resources in relation to the results of the intervention.

Qualifications

The minimum requirements covered by the team of experts as a whole are detailed below. The team must be composed by at least 2 evaluation experts, including the assigned Team Leader.

Qualifications and skills required for the team:

  • At least one of the team members must hold a trade-related master’s degree or higher from an accredited institution. Relevant fields of study include, but are not limited to, international trade, economics, trade law, commerce, business administration, management, development studies, and public policy. A master’s degree in either the natural or social sciences, combined with two additional years of relevant professional experience in trade, may be accepted in lieu of the trade-related master’s degree;
  • All other team members must possess a bachelor’s degree or higher in any field from an accredited institution;
  • Excellent communication skills, in particular, liaising with different stakeholders.

Professional experience of the team:

  • The evaluation team must have a cumulative experience of at least 18 years, including significant experience in evaluation, mostly in but not limited to the field of development cooperation, with solid experience in rigorous evaluation methods and techniques;
  • The evaluation team must have a cumulative working experience of at least 5 years in trade-related technical assistance programmes, including significant experience in the design, implementation, and/or evaluation of development cooperation programmes;
  • At least one team member must have a minimum of 3 years of proven experience in Sanitary and Phytosanitary (SPS) measures, including food safety;
  • At least one of the experts must have proven experience in the evaluation of EU-funded projects;
  • The evaluation team must have prior experience working with the “Do No Harm” approach, environmental mainstreaming, gender mainstreaming, and conflict-sensitive methodologies;
  • At least one of the experts must have demonstrated work experience in Myanmar, in the context of trade and private sector development.

Language skills of the team:

  • The evaluation team will have command of English at level C1 or higher of the Common European Framework of Reference for Languages (CERF) – both spoken and written;
  • At least one team member will have command of Burmese at level C1 or higher;
  • Some stakeholders may not be proficient in English language. Therefore, if the evaluation team lacks an expert fluent in the local language (Burmese), it should consider employing interpreters.

Requested minimum number of working days per category:

  • Category I: Minimum 30 working days overall, of which minimum 30 days performed by the Team Leader (of which, minimum 15 working days for missions/field visits);
  • Category II: Minimum 30 working days overall (of which, estimated 1 working day for field visits in Yangon, Myanmar (International travel to and from Yangon may take 1 to 3 days, depending on the experts’ points of origin)).

Location:

  • Normal place of posting of the specific assignment: Home-based;
  • Missions outside the normal place of posting and duration: Yangon, Myanmar for 1 working day. International travel to and from Yangon may take 1 to 3 days, depending on the experts’ points of origin.
