The global objective of this evaluation is twofold:

  • To provide the relevant services of the European Union and the interested stakeholders with an overall independent assessment of the performance of the seven interventions part of the EU4 Human Rights, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
  • To identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.

The specific objectives for this evaluation are to identify the factors of success or failure, to assess the sustainability of outcomes and impacts, and to draw conclusions that may inform other on-going and future interventions.

The evaluation will assess the intervention(s) using the six standard DAC evaluation criteria, namely: relevance, coherence, efficiency, effectiveness, sustainability and impact. In addition, the evaluation will assess the intervention(s) through an EU specific evaluation criterion, which is the EU added value.

The definitions of the 6 DAC + 1 EU evaluation criteria are contained for reference in Annex III.

Furthermore, the evaluation team should consider whether gender equality and women’s empowerment, environment and adaptation to climate change were mainstreamed (when relevant); the relevant SDGs 3: Good Health and Well-being; 5: Gender Equality; 10: Reduced Inequalities; 16: Peace, Justice and Strong Institutions and their interlinkages were identified; the principle of Leave No One Behind (this includes persons with disability, indigenous peoples, children, and the elderly) and the Human Rights-Based Approach was followed during design, and the extent to which they have been reflected in the implementation of the intervention, its governance and monitoring.

Qualifications

Qualifications and skills required for the team:

  • Master’s degree in governance, political science or law, legislative studies, related fields, such as human rights, gender equality, sociology or other related field combined with capacity building work and institutional needs assessment.
  • Excellent analytical and reporting skills, including gender analysis where applicable.
  • Excellent communication skills, in particular, liaising with different stakeholders.
  • The evaluation team will have command of English at level C1 of the CERF – both spoken and written.
  • At least one team member will have command of Georgian at level C1 or higher.
  • Some stakeholders may not be proficient in English language. Therefore, if the evaluation team lacks an expert fluent in the local language, it should consider employing interpreters.

Professional experience of the team:

  • The evaluation team must have a cumulative experience of at least 18 years in the field of evaluation, mostly in, but not limited to, development cooperation. At least 10 years of professional experience in areas of Results-Based Programme Evaluation and Quality Assurance. A strong record in designing and leading assessments/evaluations.
  • The team leader must have a minimum three successfully completed intervention-level or strategic evaluations, of which at least two as team leader.
  • The evaluation team must have a cumulative working experience of at least 18 years in at least 2 of the following areas: human rights, rule of law, gender equality, civil society.
  • At least one of the experts must have at least a previous working experience(s) in Georgia.
  • The evaluation team must have at least 5 previous experiences of working with rights-based and do no harm approach and gender mainstreaming.
  • The evaluation team must have at least 3 previous experiences in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.
