The global objective of this evaluation is twofold:

  • To provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the performance of the KULIMA and AFIKEPO programmes, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results.
  • To identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.

The specific objectives for this evaluation are:

  • To extract lessons learned that can be replicated in other EU interventions within Malawi’s food system with a focus on agriculture systems, agriculture value chains development, and food and nutrition security.
  • To ensure accountability for the use of EU resources by assessing the results and impact of the KULIMA and Afikepo programmes.
  • To provide insights and recommendations for shaping the next phase of programming in the food systems sector.

Qualifications

The minimum requirements covered by the team of experts as a whole are detailed below. The team must be composed by at least 4 evaluation experts, including the assigned Team Leader.

Qualifications and skills required for the team:

  • Knowledge of the EU institutional framework, in particular Knowledge of EDF.
  • Knowledge of the EU mandates on gender equality and empowering women and girls, and human rights based approach to development cooperation.
  • Knowledge of international and national policies related to agriculture and food and nutrition security.
  • Excellent analytical and reporting skills, including gender analysis.
  • Excellent communication skills, in particular, liaising with different stakeholders.

Professional experience of the team:

  • The evaluation team must have a cumulative experience of at least 10 years in the field of evaluation mostly in, but not limited to, development cooperation, with solid experience in rigorous evaluation methods and techniques.
  • The team leader must have a minimum of three successfully completed intervention-level or strategic evaluations, of which at least two as team leader within the food and nutrition security or sustainable agriculture sector.
  • The evaluation team must have a cumulative working experience of at least 8 years in the developing countries in the following areas: agricultural policies, agricultural sector governance, agro-economy, agribusiness, commercial agriculture, and/or agricultural extension services.
  • The evaluation team must have a cumulative working experience of at least 8 years in the area of nutrition in the developing countries.
  • At least one of the experts must have experience in nutrition curricula development and reviews or in education and social behavioural change communications, on donor-funded programmes.
  • At least two of the experts must have at least 2 previous working experiences in the Southern Africa region.
  • The evaluation team must have at least 1 previous experience of working with gender mainstreaming.
  • The evaluation team must have at least 2 previous experiences in research, analysis, review, and assessment of complex data.
  • At least one of the experts must have technical/sector knowledge and 3 years of experience in operational research on agriculture production and diversification (including linking research to extension), promotion of Climate Smart Agriculture and agro-ecology; experience in farmer field school and /or Farmer Business School approach will be considered an asset.
  • At least one of the experts should have led dissemination efforts in at least 2 evaluation assignments with production of knowledge products, as well as in person or online workshops.

Language skills of the team:

  • The evaluation team will have command of English at level C1 or higher of the Common European Framework of Reference for Languages (CERF) – both spoken and written.
  • A good command of Malawian local languages at level B2 or higher of the CERF will be considered an asset.
  • Some stakeholders in Malawi may not be proficient in English language. Therefore, if the evaluation team lacks an expert fluent in the local language, it should consider employing interpreters.

Requested minimum number of working days per category:

  • Category I: Minimum 51 working days performed by the team leader, of which minimum 25 working days performed in the field.
  • Category II: Minimum 109 working days, of which minimum 66 working days performed in the field.

Location:

  • Home-based with 1 mission of 25 w/d for the TL and 66 w/d for the KEs in Malawi.
  • Normal place of posting of the specific assignment: Home based.
  • Missions outside the normal place of posting: 23 w/d for the team in Lilongwe and 68 w/d in the Afikepo and Kulima districts of Chitipa, Karonga, Mzimba, Nkhata-bay, Kasungu, Nkhota-kota, Salima, Chiradzulu, Mulanje, Thyolo, Zomba and Palombe over a period of 5 weeks.
