The global objective of this evaluation is twofold:

  • To provide the relevant services of the European Union, the interested stakeholders and the wider public with an overall independent assessment of the performance of the aid programme for the TCc for the years 2019-2024, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results.
  • To identify key lessons learnt, and conclusions in order to inform decision makers on how to improve current and future interventions.

The specific objectives for this action are:

  • To assess the performance of the aid programme for the Turkish Cypriot community during the period 2019-2024 taking into account the criteria of relevance, efficiency, effectiveness, coherence, EU added value, and sustainability, as well as perspectives of impact.
  • To provide a forward-looking assessment of the programme covering an analysis of key lessons learnt and conclusions in terms of the implementation.
  • To review and upgrade the monitoring framework of the programme for future monitoring and evaluation.

Qualifications

The minimum requirements covered by the team of experts as a whole are detailed below. The team must be composed by at least 6 (six) evaluation experts, including the assigned Team Leader.

Qualifications and skills required for the team:

  • Excellent analytical and reporting skills, including conflict-sensitivity analysis.
  • Excellent communication skills, in particular, liaising with different stakeholders.

Professional experience of the team:

  • The evaluation team must have a cumulative experience of at least 20 years in the field of evaluation, mostly in, but not limited to, development cooperation.
  • The evaluation team must have a cumulative working experience of at least 30 years in each of the following areas: (i) environment, preferably wastewater, energy, and related environmental infrastructure, (ii) socio-economic development, inc. private sector development (iii) rural development and agriculture, focusing on food safety and animal health, (iv) labour market and education, (v) civil society and (vi) confidence building measures and conflict-resolution.
  • The team leader must have a minimum of five successfully completed intervention-level or strategic evaluations, of which at least two as team leader within development cooperation.
  • The evaluation team must have at least two previous working experiences in Cyprus, working with the Turkish Cypriot community.
  • The evaluation team must have at least three previous experiences with monitoring and in particular, at least one with conducting result-oriented monitoring (ROM).
  • The evaluation team must have at least one previous experience of working with confidence building and conflict-sensitive approaches.
  • The evaluation team must have at least three previous experiences in research, analysis, review, and assessment of complex data.
  • The evaluation team must have at least two previous experiences in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.

Language skills of the team:

  • The evaluation team will have command of English at least C1 of the Common European Framework of Reference for Languages (CERF) – both spoken and written.
  • At least one team member will have command of Turkish at level C1 or higher.
  • A good command of Greek at level B2 or higher of the CERF will be considered an asset.
  • Some stakeholders may not be proficient in English language. Therefore, it is expected that the evaluation team members lacking fluency in the local language is accompanied with interpreters employed by the contractor.

Requested minimum number of working days per category:

  • Category I – Team Leader: Minimum 100 working days performed by the team leader, of which minimum 30 working days, performed in the field.
  • Category II: Minimum 150 working days, of which minimum 50 working days performed in the field.
